Contest 115: The Deception
Welcome to the contest pages for Contest 115: The Deception.
This is a Caesar 3 Economic/Miliatary contest, and should only
be played with Caesar 3 V1.0.1.0. Use the links below to download the
starting positions:
This contest is a prelude, an introduction for the latest version using
Caesar 4 which will be presented in a few weeks. To get an idea of what
you will be up against, we are presenting the original Deception, which
was presented on The
French Forum.

Please take note that the CBC rules no longer allow free roads and material
changes either. A player may only play in a single difficulty.
Story
You have been summoned to the war room of General Mortus Maximus, Commander
in Chief of the Roman military. You have never really liked or trusted
him, after he manipulated and betrayed so many people to reach his present
position. You wonder what he could want. More and more it seems like Mortus
Maximus, and not Caesar, is running Roma these days. Perhaps he will be
outlining a final solution to the recent holy wars, whereby each religious
faith refuses to allow the building of places of worship shared with other
faiths. Of course it was Mortus who had started the holy wars with his
propaganda.
Ah Governor begins Mortus, pouring you a glass of wine. The
Emperor and I have agreed that we need to stockpile an unprecedented arsenal
of weapons. For security reasons I cannot divulge what the purpose of
this arsenal will be at this stage, only that we want to fill several
large buildings here in Roma with weapons.
I have identified the perfect site to produce these weapons. In
the desert sands in the north of Africa exists an oasis, complete with
large tracts of farmland, a lake alive with fish, good access to other
resources, and with the richest iron ore deposits in the known world.
The land trade routes are good as well, but unfortunately sea traders
cannot reach the area.
Your mission, should you accept it, is to send back to Roma all
the weapons you can produce over the next eight years. Expect the requests
to be frequent and large.
I must discourage you against the sale of weapons to the traders.
These might fall into the wrong hands, and may even be used against your
city. Caesar wants them all to be sent back home.
All this time Caesar himself, a man of great age and wisdom, has been
seated beside Maximus. For a mighty emperor he looks rather frail.
Governor, my friend, the Emperor says. We have worked
together these past 30 years and you know you can count me among your
most trusted friends. That is why I am entrusting you with this critical
mission. I will see to it that all the goods you need to trade change
hands at prices favourable to you. You dont need to worry about
such matters as culture and prosperity in this city. Nor do you need to
worry about me making other requests of you apart from the weapons, even
though as you well know the empire is desperately short of most raw materials.
I can get those elsewhere. You have my solemn word that I will not make
any other requests. Such is the importance of producing and despatching
large numbers of weapons, that is all you need worry about, apart from
keeping your city financially healthy.
As Caesar spoke, you noticed the slightest hint of a wry smile on the
face of Maximus. This man really does make your skin crawl. Good
luck, Governor, Maximus said. And by the way, it is possible
that you might meet with some slight military resistance in your city.
Others may covet this areas assets as well, and you know how stored
weapons have a way of attracting the wrong sort of interest. Dont
lose any sleep worrying about defence. The enemies in this area are pitifully
weak. Your prefects may even be able to handle them. You certainly wont
need the full range of military facilities in this city.
You decide to accept the mission as a personal favour to Caesar, your
old and trusted friend, even though you have the feeling that you havent
been told everything you need to know....
Rules
Completion Criteria:
Normal Difficulty
Save game in Dec 7 and not before (8 years mission duration)
No gifts to Caesar
City not in debt at completion
Winning Criteria:
Winning Criterion 1- Number of imperial requests fulfilled (highest
wins), as shown in message log and requests screen. Although some requests
are larger than others, all are of equal value towards this winning criterion.
Winning Criterion 2- Number of weapons in city warehouses at time of save
(as reported by Trade Advisor)- to be used only if WC1 produces a tie.
Designer's Notes
- Each fulfilled request results in a small favour increase. The request
window holds only 5 requests, so in some cases earlier requests will
have to be fulfilled before later ones can be.

Please ensure sufficient time remains after the final save to check
your score. Please also save your game each December and retain these
saves. They may be requested during judging.

Normal forum rules apply. Free aqueducts, roads, etc are allowed.
Multiple barracks and hippodromes are allowed. Producing finished
products from inappropriate raw materials not allowed. Alterations
to C3_model.txt not allowed. Changes to game file made outside the
game not allowed.

Entries made when this contest ran previously are not valid this,
since it now is a NORMAL difficulty contest.
